ARMA on a digital path

Agency 4.0 – this is the name of digitalization strategy implemented in recent years by the Agency for Restructuring and Modernisation of Agriculture. This results in new technological solutions to make it easier for farmers to run a farm and to improve the work of the ARMA

“This strategy is extended over time, we are moving step by step in the process of digitalization. The Agency is a large institution, serving more than 1.3 million farmers a year, employing 11 000 people, so we need to implement all technological innovations so that we do not disrupt the performance of our basic tasks, namely the current financing of agricultural and rural development. But we are going forward consistently,” says Tomasz Nowakowski, the President of the Agency for Restructuring and Modernisation of Agriculture.

Among the innovative projects carried out by the ARMA are web products addressed to farmers. “It is the eWniosekPlus application, through which one can apply electronically for direct and area payments from the RDP; IRZplus portal serving farmers to report events concerning their livestock through the Internet or the smartphone mobile application that is currently being put into operation. With this help, the farmer can send to the ARMA the required photographs of documents or photographs of his land and crops needed e.g. to verify the application for aid”, enumerates the President of the Agency.

The digital tools that improve the ARMA’s work are also the result of the efforts of the Agency’s programmers. eLZP module is a system which allows to electronically send authorized lists of payment orders for direct and area payments from the Local Offices to the ARMA headquarters. On the other hand, Agencyjny Prawnik (Agency Lawyer) is a programme which gathers all legal opinions concerning programmes implemented by the ARMA in one place. This solution limits the issuing of identical legal opinions by the Agency’s offices in different parts of the country.

“In the plans for this year we have the implementation of electronic document flow throughout the Agency, which, given the scale of the institution with 16 Regional Offices and 314 Local Offices, will be a big challenge, as well as the implementation of e-application for investment measures under the RDP,” says Tomasz Nowakowski, the President of the largest agricultural Paying Agency in the European Union.
